Opening of the Legal Year 2019-20

The Lord President, Lord Carloway, has given a speech to mark the opening of the new legal year.

In his speech, the Lord President described the impact of the Gill reforms and the changing nature of the business in the Court of Session, as well as the increasing pressure of business on the High Court of Justiciary; the modernisation of the courts and tribunals estate; and technological developments in both civil and criminal procedures.
